can't set shipping costs for each country

Hello,
I have a problem using the shipping settings page.
I chose to add "ground shipping by amount" method, so I should be able to set a different shipping cost for each country (BTW, being unable to group countries in "zones" is a MAJOR flaw, but I hope I'll have to do all this only once).
Anyway, I select for example Italy, press "Select", then I enter a pair of values for Order amount and corresponding Shipping cost, I press Add and then Save and everything looks OK.
But it's not, because if I select France, the pair of values is still the one for Italy. If I change them for France and save, then when selecting Italy again I get the values for France. And so on... So the values are always the last ones I entered, no matter which country I select.

Am I doing something wrong?

Sorry, I understand my mistake now, in "Ground shipping" you can only select ONE country.
So there's no way to have a calculation like that (based on weight or order amount) for each country, right? You can only either apply a fixed shipping cost or a percentage of the order amount, is it correct?

That's very bad and practically useless for what I need :-(
My shipping costs are actually based on weight and also I'd like to give an incentive for buying more items and have free shipping. But I can't!!

Yes there is. You have to add a shipping method for each country/zone. Depending on which country/zone your customer chooses in the checkout, the shipping costs wil be modified.
